ANCHL — Albanian National Center for Healthy Longevity

About ANCHL

Building Albania's National Centrefor Healthy Longevity

ANCHL is the institution proposed to lead Albania's response to population ageing. It coordinates the national strategy, holds the research and evidence base, convenes the governance committees, and reports each year on the country's progress toward becoming a Healthy Longevity Nation by 2035.

What the Centre does

Four responsibilities, one institution

01

Research & policy hub

Holds the evidence base and turns it into policy recommendations tied to EU accession.

02

National coordination

Convenes ministries, municipalities, universities and partners across nine committees.

03

Healthy longevity strategy

Carries the Roadmap 2035 — five pillars and seven flagship initiatives.

04

Evidence & implementation

Publishes the Albania Longevity Index and reports on progress each year.

2026

The year the Roadmap 2035 was adopted and the National Centre proposed as its first flagship initiative.

07

Flagship initiatives translate the vision into action. The Centre is the first, and coordinates the other six.

09

Governance committees span health systems, social care, economy, territory, technology, tourism, talent, EU policy and communication.

Vision 2035

By 2035, Albania positions itself as a Healthy Longevity Nation — turning ageing from a demographic challenge into a source of competitiveness, investment and international positioning in the Western Balkans.

How we work

A method held togetherby four commitments

A cobbled street of white Ottoman-era houses in an historic Albanian town at golden hour, the national flag flying.

The evidence base underpinning every commitment — Roadmap 2035, verified against INSTAT.

01

Sourced

Every figure carries a source. INSTAT, Eurostat, the World Bank, WHO, the State Social Service and the Supreme State Audit — nothing appears without provenance.

02

Measured

Where a baseline does not yet exist, the first year of implementation measures it. Without a credible baseline, targets are merely declarative.

03

Corrected

The Roadmap was revised after the INSTAT release of 1 January 2026. Dependency moved from 30.4% to 35.7%. We publish the change rather than replace the figure.

04

Accountable

Five risks to delivery are named in full, with likelihood, impact and mitigation. An initiative that names its own failure modes is easier to hold to account.

The road to 2026

Eight decisions on theway to a real institution

01

Finalise the draft Roadmap

With input from invited speakers and experts.

02

Identify the host institution

For the National Centre for Healthy Longevity.

03

One coastal, one mountain, one urban.

04

Confirm committees and chairs

For each of the nine governance domains.

05

With international partners for the AgeTech Accelerator.

06

Link tourism to investment

Connect the Longevity Tourism Programme to the strategic-investment mechanism.
